About the Priority-40 portal

Across England, around 100 NHS trusts of the 209 that provide acute, mental health, community and specialist care are still fully or partially in-house on soft-FM (the people-facing services . cleaning, catering, portering, waste, linen, security). Priority-40 is the top forty of that pool. The forty where readiness is highest and Sodexo can move first. The other sixty sit in the watch programme to 2030. This is where Sodexo decides to be first in the room rather than third.

Single boundary at 62 points. Score 62 or above and a trust is on the Priority-40. Below 62 and still in-house, it sits on the Watchlist. See About . Score bands for detail.

Why the portal exists

The Priority-40 is the forty NHS trusts where the largest UK healthcare soft-FM windows will open between now and Fiscal 2030. Between them they carry the boardroom decisions, the estates reviews, the CIP milestones and the regulatory triggers that determine where Sodexo wins and where it does not.

This portal is the operating instrument for those forty trusts. It is not a marketing tool. It is not a CRM. It is not a dashboard. It is where the business-development, operations, marketing and bid teams work the same forty accounts, in the same governed way, week after week.

Every claim in the portal is either cleared tier-1 evidence, or working tier-2 intelligence held privately. Every campaign is authenticated by a named human. Every export names its actor. That is what makes this a governed system, not a content library.

The portal turns Shift and Grow 2030 into a weekly operating rhythm on forty named trusts.

Priority-40 sits on top of Sodexo's existing systems. Sodexo's CRM stays the system of record for accounts and contacts. Sodexo's pipeline stays the system of record for opportunities. Sodexo's data assets, sector insights and intelligence stay where they live today. Priority-40 pulls all of it through into one governed weekly view on 40 named NHS trusts, alongside the human intelligence and relationships colleagues bring in through the intake queue.

The 40 trusts are not just a spreadsheet. They are named individuals colleagues have already met, conversations already had, meetings already sat through and signals already noticed. Priority-40 makes that human intelligence and those relationships visible in the same place as the external data. The intake queue is how it gets in. The governance rules are how it stays inside Sodexo.

The top ten today

Ranked by composite priority score, one to forty. Ties broken on warmth, then deficit ratio, then turnover. This list is inherited from the register so it can never drift.

The three routes

The Priority-40 is a shortlist. Forty trusts, in-house on soft-FM, scoring 62 or above on the composite score. That is the list Sodexo bids into.

The Watchlist is every in-house English NHS trust below the 62 boundary. Around sixty trusts. All first outsourcing candidates. Warmth built here is not wasted. Movement onto Priority-40 happens quarterly.

Out of scope is every English NHS trust that fails one of three exclusion rules. Already outsourced. Held by competitor. Non-acute. Around one hundred and nine trusts. Making them visible is model discipline. A trust is excluded for a reason and that reason is one search away.

What the portal is

Four things, running as one system. A governed data layer. A workflow. A publishing engine. A sensing layer of nine agent colleagues. Each one has a home in the sidebar. Each one plugs into the next.

A governed data layer

Forty trusts. Fifty named individuals. Signals, case studies, bids and agent-produced rows.

Every entity carries a Tier 1 or Tier 2 pill. Every list references the same ids.

Open the trusts register →

A workflow

The intake queue is where new intelligence enters and where cleared work leaves.

Four columns. Requested. In session. Cleared. Blocked. Every card is owned by a named actor.

Open the intake queue →

A publishing engine

The campaign builder assembles governed content. Four stages of human review before anything leaves the portal.

Draft. BD critical-thinking review. Marketing shaping. Named authentication.

Open the campaign builder →

A sensing layer

Nine agent colleagues scan for signals. The radar surfaces triggers in the next 90 days.

Nothing auto-writes anywhere. Every signal is a proposal until a named human promotes it.

How to work it

The two-tier evidence rule

  • Tier 1 evidence is externally cleared. It is public, quotable and safe to send.
  • Tier 2 intelligence is internal. It shapes behaviour but is never cited outside the portal.
  • Tier 2 never appears in exported evidence packs.
  • Radar hits are always Tier 1 by ingest.
  • The tier pill on every entity is what makes this rule visible on every screen.

The four-stage human-in-the-loop rule

  • Every campaign moves through four stages. No stage can be skipped.
  • Stage 1. Draft. Agent-assembled first pass. Confidence declared.
  • Stage 2. BD critical-thinking review. BD Director owns the trigger and the opening move.
  • Stage 3. Marketing shaping and risk check. Tier 2 material is suppressed unless cleared.
  • Stage 4. Named authentication. The account owner signs off in their own name.
  • This is what turns AI-assembled content into governed Sodexo communication.

Who does what in a typical week

BD Director

  • Owns the intake queue. Clears blockers.
  • Authenticates campaigns at Stage 4.
Ops Director Healthcare
  • Reviews Roster and Compass agent outputs.
  • Flags operational risk on tier-2 signals.
  • Owns delivery-side clearance for case studies.

  • Runs Stage 3 shaping and risk check on every campaign.
  • Maintains the knowledge bank.
  • Any of the three may act as reviewer on any given campaign.
Bid team
  • Pulls tier-1 evidence into RFP responses.
  • Uses the ROI calculator with the Bid Director.

When to open it

The portal is designed for two rhythms. The Monday-to-Friday operating cadence and the event-driven moments when a trust does something you need to respond to. Both are surfaced automatically. The dashboard is where they land.
